I need to update this issue. Version 2.4.8 of thermald does NOT fix this issue. This is not a hardware issue per se because under Windows, this throttling does not occur. (Under Windows, the machine is able to run a bit hotter and without throttling.) I speculate that Dell has written drivers for Windows that are able to call API's into the Dell BIOS and management hardware to manage thermal, power, and fan attributes, and Dell has chosen to not write kernel drivers, update existing kernel drivers, or even just provide API documentation so that someone else in the Open Source community can write those drivers. My hope is that Canonical, with its relationship with Dell, will be able to get this information so that SOMEBODY (either within or outside of Canonical) is able to fix this problem.
