You've filed this bug as relating to the upgrade process that moves your from one release (eg. 21.04) to another (eg. 21.10), but no evidence was provided of that process having taken place, and suspend is not a feature of the upgrade process. Users are encouraged to not use battery during the process, as it's a process only run once every 6-9 months for non-LTS releases, or 2-3 years for LTS releases.
