Bug description:
  Booting the latest Jammy Ubuntu Cloud Image which embark the -kvm
  flavor of the kernel does not boot on a QEMU server with Secure
  Encrypted Virtualization( SEV) enabled.

  Using the same kernel without the -kvm optimisation does boot
  correctly
