Intel_pstate driver is part of CPU performance scaling system which is focus on 
performance scaling.

And the Linux kernel supports CPU performance scaling by means of the CPUFreq 
(CPU Frequency scaling) subsystem that consists of three layers of code: the 
core, scaling governors and scaling drivers(intel_pstate).

Intel_idle driver is for  CPU idle time management.

It is the default CPU idle time management driver for the Nehalem and later 
generations of Intel processors

IceLake support Intel_pstate. Currently Intel_pstate is platform
independent, not special code of ICX.

  Icelake cpus are not showing intel_pstate support on 20.04, 20.10, 21.04, 
21.10 (ga & hwe kernels).
  Intel wants to investigate this, and they want to see if there are missing 
patches that could resolve this.
