After a few seconds, a couple minutes tops, from starting up the
machine, the touchpad freezes and I can no longer control the mouse
pointer unless I have a mouse connected.

How I thought this is a bug?
I couldn't find the touchpad in the file: /proc/bus/input/devices. Source:

I'm running Ubuntu 18.04.6 LTS on DELL Latitude 5591.

A side note: I have been using this machine for around 2 years. This
wasn't the case when I first had Ubuntu installed. Rather, this issue
surfaced like a year ago or so.

Disabling the touchpad from xinput --disable and re-enabling it doesn't fix it.
Restarting the driver: modprobe -r psmouse doesn't fix it either.
