And also the root hub mentioned in https://bugs.launchpad.net/bugs/1939638. Re-plugging the USB device always gets it enumerated. [Fix] As soonprimary roothub is registered, port status change is handled even before xHC is running and leads to cold plug USB devices not detected. Register both root hubs along with the secondary hcd for xhci. [Test Case] 1. Plug the USB device to the ports of problematic root hub. 2. Power on the machine. 3. Check if the USB device can work or not after boot. [Regression Potential] Low. It simply make sure both primary and secondary roothubs are registered along with the second HCD.
