Devices are not refreshed in the list anymore. [Test Plan] 1. Open gnome-control-center and select Bluetooth 2. Turn off Bluetooth via UI 3. Turn on Bluetooth via UI Expect: Device list appears, so Bluetooth really is on. [Where problems could occur] Since the fix involves the 'rfkill' logic it has the potential to affect any Bluetooth or Wifi on/off setting.
