Bug description:
  [Impact]

   * Linux kernel comes with useful GDB scripts under scripts/gdb.
   * These bring new commands helping in debugging like lx-clk-summary, 
lx-cpus, lx-device-list-tree, lx-genpd-summary, lx-symbols, lx-timerlist and 
more
   * It would be useful to have them installed in dbgsym package.

  [Test Plan]

   * Build package with and without skipdbg.
   * Check if GDB scripts are installed in /usr/lib/debug/share

  [Where problems could occur]

   * This is packaging and Makefile change, so no particular runtime issues 
expected. Most likely any problem will be build time.
   * Wrong packaging could lead to missing files in dbgsym package.
