Title:
  Enable ath11k debugfs/tracing

Status in linux package in Ubuntu:
  Incomplete
Status in linux source package in Hirsute:
  Incomplete

Bug description:
  In bug 1879633, CONFIG_ATH11K_DEBUGFS/CONFIG_ATH11K_TRACING were
enabled by default for oem-5.10. Since this is also the case for
ath10k and ath9k in -generic kernels, we'd like to sync the behaviors
  in ath9/10/11k.
