  Secondary monitor enters power save mode for no apparent reason

Bug description:
  My secondary monitor has a tendency to enter power save mode for no apparent 
reason while my laptop is in use; unplugging and replugging my dock from the 
laptop seems to bring it back but sometimes requires a few tries. Doesn't seem 
to be any of:
  - after a predictable period of time
  - after inactivity

  Laptop: Dell XPS 13 9300, running Focal
  Dock: Dell WD19TB. Recently updated; current dock version per fwupdmgr is 
01.00.00.04; thunderbolt controller is 43.00; MST controller VMM5331 is 05.04.03

  Monitor: Dell P2715Q

  Not sure what logs would be useful, but happy to gather those as
  requested.
