issue since this bug does not show evidence of allowing attackers to

Bug description:
  Upgraded from 18.04 to 20.04 without doing a clean install. Just
  started encountering issues with updates. I'm not sure if it's related
  to my encrypted swap which seems to have been broken/unreadable at
  some point in upgrading.
