Touchpad doesn't work after boot.
kernel: i2c_designware i2c_designware.1: controller timed out

[Fix]
"Actually disable Tx and Rx buffers on GPIO request".

[Test]
Bootup a TGL laptop. Touchpad doesn't work.
With the fix applied, touchpad always work after boot.

[Where problems could occur]
Intel pinctrl can change between GPIO mode or IRQ mode, both effect many
other devices. So problems can happen all across the board.

However, the regression happens in v5.9, so no user really received the
change.
