In my case, the culprit was have running indicator-multiload on gnome. Thanks to this post I tried to quit it and the shuttering went away; it goes back by starting it up again. Do you guys happen to have it installed too? If so and stopping the program fixes it, I'd reconsider to change the package for this bug report
