Title:
Ubuntu 20.10 needs GFX_PAYLOAD_LINUX=text to boot on haswell laptop

Status in linux package in Ubuntu:
  Incomplete

Bug description:
Unclear to me if the issue is with the linux kernel, the intel graphics
driver or what.
In any case, an haswell laptop recently updated from 20.04 to 20.10 now hangs
on boot unless you explicitly set GFX_PAYLOAD_LINUX=text in the grub
configuration.

The hang is just before starting X and sddm (distro is actually
  kubuntu).

When hanging, the system remains responsive to SysRq+B, hence only the
video subsystem appears to go dead.
