Add linux-generic-hwe-20.04-edge from ppa:canonical-kernel-team/ppa to
the LTS repository and stick with it for upcoming LTS releases as well.

The problem is newer hardware is not functioning properly with Ubuntu,
which is a showstopper bug of highest importance, adding a PPA shouldn't
be required, and for a user to manually install  linux-generic-
hwe-20.04-edge package is already something that one opts-in accepting
the risk.

There might be an interface added for managing this or some message
about the risk involved but this option is needed for lots of laptops
and other devices to work with Ubuntu. Might be added to the installer,
the additional drivers app, or 'About' page in Settings.
