The FIQ handling in the dwc_otg driver seems to be particular susceptible to this setting. [Test Case] Connect a USB/serial adapter to the Pi. Run 'minicom -D /dev/ttyUSB0'. Send data over that serial connection from a remote device. The Pi will hang within seconds. [Regression Potential] This change enables full preemption which could uncover all sorts of problems like hangs and/or lockups.
