thanks for the report.
I haven't seen/heard about this particular issue yet, maybe it is related to
the specific intel model and/or firmware version - so if you could derive that
from the host and let us know that might be helpful (if someone can find a
similar model to cross verify then).
That applies to both cases below.
It is not entirely clear from your report if:
A) you have kept the host the same (if so please report what you used) and only
switched the guest.
B) you have used the same host in both cases and ONLY switched the guest
between 18.04/20.04 ?
Since your kernel versions have the -kvm suffix (A) is more likely, but
let me guide you to the next steps for both.

Pci passthrough interface not showing up in Ubuntu 20.04 but does show
in 18.04

Bug description:
After setting up pci pass through for a virtual function it did not show up
as an interface in Ubuntu 20.04, it did however show up as a PCI device.
After reverting back to 18.04 with exactly the same configuration the
interface showed up as expected.
Bellow is the configuration and output for both 18.04 and 20.04.
