It appears to be a race condition in the kernel that only happens when intel_pstate sets the processor to run at it's highest speed early in the boot process, so not a intel_pstate problem per se, just exposed by intel_pstate. Baytrail requires setting P state and voltage pairs when adjusting the requested P state. Add function for retrieving the valid voltage values and modify *_set_pstate() functions to caluclate the appropriate voltage for the requested P state.
