I've made the suggested test in a live Ubuntu 14.04 alpha (12-Jan-2014)
and still have gotten the same problem.

  Bluetooth mouse constantly disconnecting

  Incomplete

Bug description:
  Ubuntu is constantly disconnecting my bluetooth mouse. Actually, the pointing 
service is being interrupted due to constant queries on mouse's battery state. 
Every time the battery level is queried the bluetooth mouse stops moving and 
clicking, requering I manually open the bluetooth config panel, switch the 
mouse connection off, and then move and click the mouse some times until it 
gets connected and pointing again.
  The problem seems to be solved after I've killed upowerd process. Is it a bug 
on upower daemon?

  Briefly, what happens is: ubuntu queries the battery charge level of
  the mouse and it does stop pointing. After getting the battery level,
  the mouse pointing feature does not automatically return as it was.

  I'm running Ubuntu 12.04.3 x86_64, with kernel #66~precise1-Ubuntu
  (3.5.0-43-generic)
