This bug is not fixed. I have upgraded from 19.10 to 20.04 LTS I had installed nvidia-driver-440, but due to this bug I downgraded to nvidia-driver-390. I get exactly the same issue. All my packages are up- to-date.

Following an update linux-image-5.3.0-19 was installed, the DKMS build failed, and the system became unusable. Removing 5.3.0 brings the system back.
