Mistake:  This was an upgrade to 19.10 where the problem was seen.
Subsequent upgrade to 20.04 has completely removed the issue.

  After upgrade to 20.04 system stops accepting mouse and keyboard input
  when there is intense disk activity

Bug description:
  Any application that results in a period of intense disk activity
  causes the mouse and keyboard to become unresponsive.  When copying
  large files the mouse will respond for a brief period, a few
  microseconds, moving across the screen, but then won't respond for
  10-15 seconds. After disk activity has finished the mouse/keyboard
  respond normally again.
