[Impact]
From the spec manpage:
"This extension allows an application to capture performance data to be
interpreted by a external application or library."
The usecase is to allow developers to improve apps to perform better
on Intel GPU's.

The patches are from v5.5.x, and the backport was provided by Intel,
so there should be less concern of it breaking anything.

VK_INTEL_performance_query extension in Ubuntu 19.10.
We need additional kernel patches that have merged in 5.5.
