  20.04 - 5.4 kernel cannot read most usb drives

Bug description:
  Upgraded to 20.04 LTS and began testing.

  The USB subsystem is unable to read most of the USB 3/2 drives I have
  on-hand.

  I attempted to read from the devices they all result in the same
  error.

  The manufacturers include:

  Lexar USB 3.0 32G
  Patriot Glade (Brand) 16G x2
  SanDisk Ultra USB 3.0 32G
  Unirex USB 3.0 8G
  PNY 32G
  Patriot Memory 32G
