[Fix] 8723de specific fix to make sure auth TX is sent out and can be received by AP. [Test] Loop to connect/disconnect as a reproducer. After applying the fix, it can re-connect just fine over 10000 times. [Regression Potential] Low. It's tested by Realtek internally, and they also made sure the other two supported chip, 8822BE and 8822CE, work correctly.
