  amdgpu: [powerplay] Failed to send message errors

Bug description:
  When using multiple monitors with amd gpus (actually, 2 amd gpus in my
  case), I get a many-seconds graphics lockup after the login screen,
  while trying to switch to the desktop view.

  In dmesg I see many messsages about "amdgpu: [powerplay] Failed to
  send message errors".

  This looks like a known deadlock issue in some 5.x kernels, but is
  supposedly fixed in  5.6-rc2.

  This bug degrades the experience to the point where the computer is
  not usable for every-day work, although it functions enough to do
  debugging.

  Restarting the computer with one of the displays unplugged makes the
  initial symptoms go away, and the system seems usable, although I am
  still getting some strange lockup issues with the display at shutdown.
  The terminal reports stack traces with amdgpu calls. (I may file a
  separate bug for that issue.)
