  r8169 link up takes longer in a certain tlp config [10ec:8168]

Bug description:
  As there are certain aggresive tlp config, the r8169 driver will

  1. have more than 1 "Link is Down" in dmesg.
  2. take much long to "Link is Up" after cable plugged.
