5.4, but 5.3 works

Bug description:
I can't change the screen brightness anymore, on a Dell XPS13. Neither
the keyboard shortcuts nor gnome's sliders work. They move, but
brightness remains unchanged.
I first noticed this after disconnecting an external display, but I
have since rebooted and the problem remains.
This on Focal. I have done a series of upgrades since the original
installation and I know this used to work, but I can't be sure of when
exactly it stopped working. I noticed now, but it could have arisen
earlier. I am pretty sure it was OK on Disco.
