if bluetooth is not-powered, it cannot be powered regularly

Bug description:
My bluetoothdevice can be deactivated but not acitvated again.
rfkill and unblocking key won't have any effect nor restarting bluetooth
daemon nor unloading the btusb module. Even shutting down and plugging out the
battery doesn't help.
The only thing that helps is sudo hciconfig hci0 reset
