  [Impact]
  Running simple 3D apps like glxgears in 4K becomes really sluggish.

  [Fix]
  Update rlc microcode to its latest version.

  [Test]
  Run `glxgears -fullscreen` on 4K monitor. The issue disappears after
  this firmware update.

  [Regression Potential]
  Low. The firmware is already used by amdgpu.ko for a while, now we also
  use it for radeon.ko.
