After checking all the B-fips jobs, I found this issue only exist in amd64 
nodes, in which they will try to access archive.ubuntu.com:
Err:1 http://archive.ubuntu.com/ubuntu bionic InRelease
  Unknown error executing apt-key

But for s390x KVM, it will use ports.ubuntu.com:
Hit:2 http://ports.ubuntu.com/ubuntu-ports bionic InRelease

Probably something to do with the archive server?

Bug description:
  B-FIPS testing node will complain about "Unknown error executing apt-
  key" when running the apt update command.

  This issue does not exist in X-FIPS.
  Not sure what's the cause.
