Hi Thank you for responding, after reading your message, and having
recently upgraded to the 5.5.0 kernel, I decided to check it again.

I can confirm that this seems to be an issue that does NOT affect the
new kernel 5.5.0.

I booted into the old 4.18.0-12 kernel and the issue was there, so it
looks like it is something, which has been sorted in the latest kernel.

  Pretty sure this is an xserver-xorg-video issue, please advise.

  After closing laptop lid on Dell XPS 9575 and resuming from
  sleep/suspend the backlight does not turn back on as expected.
