  Focal: Operation not permitted

Status in linux package in Ubuntu:
  Incomplete

Bug description:
  Adding Focal support for Juju[1] revealed the following error message
  when bootstrapping to a Focal instance.

      sudo: setrlimit(RLIMIT_CORE): Operation not permitted

  The error message didn't stop the bootstrap from completing, just the
  error message dumped to stderr.

  I've been asked to report this as is, if you'd like some more
