Public bug reported:

There are usecases where most modules need to be included in the kdump
initrd in order for the machine to boot (diskless is one example). Also,
busybox might need to be used and the default (auto) is not picking it
up correctly.

Add config options to control the behaviour of how the kdump initrd is
created. Specifically, allow overriding the variables MODULES and
BUSYBOX from initramfs/initramfs.conf.
