Ubuntu 19.04 and 19.10 use the same version of BlueZ so I doubt that's the issue. Are you able to try some different kernel versions?

My impression is that either the kernel or the bluez is pinging more often the keyboard and doesn't let it sleep when not in use. There was a similar problem some years ago and with an updated kernel it was fixed.
