Bug description:
Just updated 18.04 to kernel 5.0.0-23 and scrolling with mouse wheel
does not work or works very slowly. Mouse is Microsoft Wireless
Optical Mouse 3000 connected via USB to wireless receiver.
Rebooting system into kernel 4.18.0-25 and everything works correctly.
