Public bug reported:

SRU Justification

Impact: Even though we are no longer producing i386 kernels in eoan,
linux-libc-dev is still needed for glibc.

Fix: Enable building only linux-libc-dev for i386.

Test Case: A ppa test build confirms that the patch works as intended --
https://launchpad.net/~sforshee/+archive/ubuntu/test-
builds/+build/17840485

Regression Potential: The changes have no impact on other architectures.
