Bug description:
  Hi,

  I upgraded to Ubuntu 19.10 Eoan Ermine (development branch). This included a 
kernel update to 5.3.0-10. With this kernel ubuntu does not boot any more. 
Fortunately it boots with the old kernel 5.0.0-29. In the attachment there is a 
picture of the failing boot process. I also tried the newer kernel 5.3.0-12 
with which I have the same problem.
  How can I provide additional information?
