Title:
cannot set freq 16000 to ep 0x86

Status in linux package in Ubuntu:
  Confirmed

Bug description:
  similar to https://bugs.launchpad.net/ubuntu/+source/linux/+bug/459445
  and https://bugs.launchpad.net/ubuntu/+source/linux/+bug/884210 , when
booting with a Logitech QuickCam plugged in:

Bus 001 Device 008: ID 046d:08c1 Logitech, Inc. QuickCam Fusion

the system starts to hang, it has no sound output, and /var/log/syslog
  is filled with lines like

  Sep 20 13:36:36 eva kernel: [ 4210.449077] usb 1-6: 3:3: cannot set
  freq 16000 to ep 0x86

unplugging quickcam and replugging it is a workaround, but it would be
nicer if the system didn't go into a state where it hangs / has no
  sound to begin with.

  kernel:
  Linux eva1 4.15.0-45-generic #48-Ubuntu SMP Tue Jan 29 16:28:13 UTC 2019
x86_64 x86_64 x86_64 GNU/Linux

  ubuntu: ubuntu 18.04 bionic
