LP 1840046 is just another report of the same issue,
but the issue is likely to be fixed with upstream stable patchset 2019-07-23:
that is currently already in progress:
https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1837664

Yes, we can leave this open (of course) until LP 1837664 is completed (it's
already Fix Committed).
And after a quick verification if the issue is really solved, we can eventually
close this LP.

Status in Ubuntu on IBM z Systems:
  Fix Committed
Status in linux package in Ubuntu:
  Fix Committed

Bug description:
  A message "BUG: non-zero pgtables_bytes on freeing mm: -16384"
occurs frequently during IPL of Ubuntu 18.04.1 and 18.04.2 and also
periodically appear very often on the console device after the IPL
has finished, which is very annoying.

See the output of the dmesg and journalctl -b commands are attached.

Both versions 18.04.1 and 18.04.2 use the same kernel:

  root@m83lp37:~# uname -a
  Linux m83lp37 4.15.0-58-generic #64-Ubuntu SMP Tue Aug 6 11:12:03 UTC 2019
s390x s390x s390x GNU/Linux
  root@m83lp37:~#

The problem appears on LPAR as well as on a z/VM guest.
