Platform: dell 5420 / 5424 with AMD GPU.
D-SUB or display port hot plug won't work in bionic with bionic kernel oem 4.15 
-1048 and oem-osp1 5.0 -1016. It can be work around with amdgpu.runpm=0 kernel 
parameter, with the price of higher power consumption.


As install bios 89.7.48 + Kernel: 4.15.0-1043-oem + amdgpu: 
amdgpu-pro-19.10-793418
The hotplug works. However, no DP audio (unless boot with DP plugged).
