Bug description:
== SRU Justification Bionic/Disco ==
proc_thermal messages are spamming the kernel log when used in
conjunction with thermal. This is because the message is not set at
the correct kernel log level.
== Fix ==
Upstream fix 44c0c23725a16c8803b8809b87651405e8741e4d ("drivers:
thermal: processor_thermal: Downgrade error message"). This is in 5.2
so not applicable for Eoan.
This fix needs a minor backport wiggle for Bionic because the driver
is located in a different place.
== Test case ==
Without the fix the kernel log is being spammed periodically with
messages in the form:

With the fix these messages are no longer appearing.
