Bug description:
  [Impact]
  Users cannot use the ethtool --identify command to help them identify a NIC's 
physical port.

  [Test Case]
  sudo ethtool --identify <dev>

  [Fix]
  a93f7fe134543 net: phy: marvell: add new default led configure for m88e151x

  [Regression Risk]
  The fix is restricted to the Hi1620 device and other users of the marvell phy.
