There are a couple of Spectre related commits in Xenial that never
landed in Bionic. Fix that to prevent a regression when upgrading from
Xenial to Bionic.

Low. These are not very intrusive commits that have been in upstream
for quite a while.

Backport the relevant commits from upstream.
