Bug still occurs on my systems as well, all up-to-date using the standard upgrade channels on 18.10.
When the mouse input isn't slow, the mouse input skips around a bit instead. For example, when dragging and dropping an item in any program (whether it's GIMP, Nautilus, etc.), the computer "let's go" of the left-click button and stops moving only momentarily enough for the item to drop in the same point where my mouse 'lost connection.' Occurs when using a variety of different system mice.
