I have the exact problem described in the title of this bug: "Can't reboot, 
shutdown, or suspend with 4.4.0-108-generic", only my problem happens with any 
kernel newer than 4.6.2.   It happens on an older computer "Toshiba Satellite 
A215-S4697" with an "AMD Turion 64 x2 Mobile Technology TL-52" (this was copied 
from lshw output) processor.  I normally run Xubuntu 18.04 LTS, and have been 
forced to install kernel 4.6.2.  Kernel 4.6.3 and newer get the above described 
error.  In addition, the later kernels display errors during booting including 
"machine check" and I see the word "Spectre" roll by.  However, the computer 
continues to boot despite the errors, but then has the above described problem. 
 I don't know how to capture this boot time error log.  
I have multi-booted the computer including Xubuntu 18.10.  It has the same 
problem as described above with kernel 4.6.3 and newer. I have tried kernel 
4.19 and the very latest (at this time) kernel 4.20.0 rc7. They have the same 
above described problem. 
So please continue to investigate this bug.  It isn't a duplicate of 
bug#1741934.
