** Description changed:

When trying to transfer a file from Windows 10 to Ubuntu 18.04 over
samba, transfer speed fluctuates up and down between 20MB/s and 110MB/s.
When transfering from Ubuntu to Windows 10 speed is steady at 90MB/s
(instead of 110MB due to a bug that I've already reported)

Iperf3 shows consistent speeds without any fluctuation.

- I'm quite disappointed because there was no such problem a few weeks
- before. I'm guessing that this may have been an update that broke it.
- It's unlikely that I wouldn't have noticed it, because I was
- troubleshooting another issue related to transfer speeds.
