Same thing happened to me in 4.19.0. Switched to Mint with kernel versions 4.19 and 4.18.3 and the same problem persists. Laggy and TouchPad does not work at all, except in the login screen. After initial install of Ubuntu it worked fine for about a day, then stopped after a reboot.

Those measurements are from: https://gitlab.com/iankelling/evhz but the problem was very obvious on the desktop before that. After a while, seemingly randomly, the touchpad will eventually return to the full speed :/ Possibly related, but maybe not since it's at different times, the kernel says: [ 8191.785882] i2c_hid i2c-ELAN1200:00: i2c_hid_get_input: incomplete report (16/65535) [ 8256.953046] i2c_hid i2c-ELAN1200:00: i2c_hid_get_input: incomplete report (16/65535) [ 8261.013145] i2c_hid i2c-ELAN1200:00: i2c_hid_get_input: incomplete report (16/65535) ProblemType: Bug DistroRelease: Ubuntu 18.10 Package: linux-image-4.18.0-7-generic 4.18.0-7.8 ProcVersionSignature: Ubuntu 4.18.0-7.8-generic 4.18.5 Uname: Linux 4.18.0-7-generic x86_64 ApportVersion: 2.20.10-0ubuntu11 Architecture: amd64 AudioDevicesInUse: USER PID ACCESS COMMAND /dev/snd/controlC0: dan 1886 F.... pulseaudio CurrentDesktop: ubuntu:GNOME Date: Tue Sep 18 11:56:14 2018 InstallationDate: Installed on 2018-09-11 (6 days ago) InstallationMedia: Ubuntu 18.10 "Cosmic Cuttlefish" - Alpha amd64 (20180822) Lsusb: Bus 002 Device 001: ID 1d6b:0003 Linux Foundation 3.0 root hub Bus 001 Device 002: ID 8087:0a2b Intel Corp.
