Same thing happened to me in 4.19.0. Switched to Mint with kernel
versions 4.19 and 4.18.3 and the same problem persists. Laggy and
TouchPad does not work at all, except in the login screen. After initial
install of Ubuntu it worked fine for about a day, then stopped after a
reboot.

  My laptop's touchpad starts fast and smooth:

  But after holding one finger down (click) and moving a second finger,
  the stream of events from the kernel slows way down:

  After a while, seemingly randomly, the touchpad will eventually return
  to the full speed :/
