  For raspi2, different target architectures, use diffent image file
  format:

  $ grep build_image debian.raspi2/rules.d/arm* 
  debian.raspi2/rules.d/arm64.mk:build_image      = Image
  debian.raspi2/rules.d/armhf.mk:build_image      = zImage

  while we always forced a specific target in snapcraft.yaml:

  $ grep kernel-image-target snapcraft.yaml 
      kernel-image-target: zImage

  this has to be fixed...
