Bug description:
  This appears to be the same problem mentioned in Bug #1731968 for
  nvidia-384.  I had mentioned this on NVIDIA developer forums for 384:

  Same problem occurs in 390.30.  A valid OpenGL context is apparently
  not being created by the EGL setup.
