Dell E6420 suspends on 13.04 but will not resume properly

Bug description:
What I expected to happen is after pressing the Sleep button on the
keyboard to suspend, waiting two minutes and then pressing the power
button to resume, I expected the laptop to return to the state I was
in before I suspended.
What happened instead is when I attempt to resume my E6420 after
suspending it, I can see the mouse pointer, but it appears that the
resume never completes. The screen stays blank although it appears to
be attempting to refresh the screen occasionally. The only way to
continue work appears to be to force it to shut down by holding down
the power button and then booting from scratch.
Rebooting using the reboot command works flawlessly.
I went through the DebuggingKernelSuspend procedure and output from
